          Despite overwhelming support from legislators in both houses of Hawaii’s legislature, SB 1120, the Clean Fuel Standard, which would’ve made it easier for Hawaii residents to choose cost-competitive greener gas and diesel that reduces pollution by up to 80 percent, died a quiet death in Honolulu last week.
         &#xD;
  &lt;/div&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;h2&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           How Did That Happen?
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/h2&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Our State Senate passed the Clean Fuel Standard by a 23-0 margin, and the State House voted in favor of SB 1120 by a 54-4 margin. Shouldn’t that mean the bill becomes law?
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           When the House and Senate pass different versions of the same bill (as they did with SB 1120), a small group of key legislators is convened to resolve the differences in what is called a conference committee.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Typically, dozens of conference committee negotiations are happening simultaneously during the final weeks of our part-time legislature’s session in Honolulu. If the final negotiated language between the House and Senate versions of the bill isn’t agreed upon by the time the conference committee is scheduled to vote on the bill, the bill process ends, and the legislation dies quietly.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Thus is the case of SB 1120, the Clean Fuel Standard, which ended up orphaned during the conference committee process.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;h2&gt;&#xD;
    &lt;strong&gt;&#xD;

           While we are all disappointed at the outcome in 2025, It often takes two or three years to pass legislation. A new bill can be filed in January 2026 that addresses the differences that tripped up the Clean Fuel Standard at the finish line this year.

  &lt;/p&gt;&#xD;

           With climate change bearing down on our paradise, it’s clear we need to take action. And while no one measure will reverse a warming world, switching to greener gas and diesel is an affordable action Hawaii’s residents can take to make a difference.

           Clean fuels can be made from used cooking oil, restaurant grease, food , farm  and forest waste, among other organic materials. That’s good news for small restaurant owners who now have a valuable commodity they can sell to create another sustainable source of revenue for their businesses.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           It’s also good news for coffee and macadamia plantations who won’t have to let their organic waste decay and emit methane gas into the environment. Now they can divert that waste from the landfill into a renewable resource.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           Climate change is hitting Hawai’i hard. The cost to rebuild Lahaina after last summer’s fires is estimated at $5.52 billion.

    &lt;span&gt;&#xD;
      
           With a state budget of only $18 billion, we can’t afford any more calamities the size of the West Maui fires. Yet every climate scientist of note in the world has concluded Lahaina was just the tip of the melting iceberg of climate impacts Hawaii is facing in the coming decades.

           It’s not an overstatement that two feet of sea rise would be an economic calamity for the state.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

    &lt;span&gt;&#xD;
      
           What Would a Climate Constrained Hawaii Economy Look Like?
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           For starters, it would be difficult for tourists to visit Hawai’i under a two-foot sea rise scenario because large parts of the Honolulu Airport would be submerged. Inouye Airport has four runways, including the Reef Runway, which is built entirely offshore. Even if none of the other three runways besides Reef was impacted, and each landed an equal number of passengers, the Honolulu airport would lose the ability to land five million passengers per year.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://airports.hawaii.gov/hnl/airport-info/#:~:text=At%20any%20given%20daytime%20or,airport%20daily%20for%20their%20livelihood" target="_blank"&gt;&#xD;
      
           Honolulu’s airport
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
            has a 15,000 person workforce every day, and 
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.hawaiitourismauthority.org/media/11448/2022-annual-report-final3.pdf" target="_blank"&gt;&#xD;
      
           61,000 flights
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
            land at Inouye every year. Take away 25% of the flights that can no longer land with the diminished capacity, and a quarter of the employees who work for the airlines are at risk of losing their jobs, not to mention the reduction in air traffic controllers, custodians, and the truck and taxi drivers who could no longer support their families.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Where Would The Tourists Stay?
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Compounding the already staggering economic losses to Hawaii’s economy, there’s the question of where tourists would stay if Hawaii saw two feet of rising seas.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           There are more

           In 2022, Waikiki properties generated $2.16 billion in revenue. From those properties, the State of Hawaii’s tourist tax generated $383 million for the general fund.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           According to a 2016 report from the University of Hawai’i Sea Grant College Program, a complete erosion of Waikiki Beach would cause at least $2.2 billion (in 2007 dollars)  in overall visitor expenditures on hotel rooms, local retail, entertainment, food and transportation. These figures don’t include ancillary and hard to quantify dollars lost due to factors that limit close access to the beach or coral reefs, for example.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           Clean Fuels Are A Proven Solution To Fight Climate Change
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           California and Oregon established clean fuel programs years ago, and the data is conclusive. In a fair market environment where oil companies don’t get to pollute for free, clean fuels are cost competitive and better for the environment.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            In a recent seven-year period, renewable diesel made from cooking oils, fats and greases were

           consistently cheaper than petroleum-based diesel,
          &#xD;
    &lt;/a&gt;&#xD;

            and

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;

           the cost of gas in California declined over a ten-year period

           . Meanwhile, greenhouse gas emissions in both states were either far below their fellow states (California) or were reduced from prior years (Oregon).

           Clean Fuels Bring Competition To Big Oil In Hawai'i

           Multi-national oil companies have price gouge consumers for generations because they are a monopoly.  Their own trade association reveals Big Oil profited 52¢ on every gallon of gas they sold Hawaii residents in 2022. That’s more than drivers pay in gas tax, which at least goes to build and repair roads and bridges. With nearly

            in 2022, oil companies profited $207 million while we paid gas prices 18% higher than the mainland.

      &lt;br/&gt;&#xD;

           Increasing consumer demand for and investment in clean energy in response to worsening global warming is driving up hiring, a trend that's expected to accelerate in the years to come throughout the nation, including in Hawaii. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The new figures show 14,000 Hawaiians are now employed building, generating, and distributing renewable energy.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            While Hawaii can't match employment numbers with behemoths like California, the percentage of the workforce involved in clean energy on our islands rivals the three West Coast states on the mainland.

  &lt;/p&gt;&#xD;

           Green Gas &amp;amp; Diesel Jobs In Hawaii Outnumber Dirty Fossil Fuel Jobs

           In good news for Hawaii's air and water quality, the state's renewable fuels sector employed 3.6 times more Hawaiians than oil and petroleum. It had 2,748 workers in 2022, including 992 in corn ethanol, 1,741 in other ethanol, and 15 in woody biomass. The oil sector employed just 756. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Hawaii's employment in clean fuels is nearly 60% of California's 4,725 workers despite the Golden State having 26 times the population. The Aloha State bested both Oregon and Washington in the number of employees making low carbon fuels.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Clean Electricity Key To Employment And In Fighting Climate Change
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            Petroleum diesel is used to generate power for nearly

            , which is why clean sources of electric generation like wind and solar are so important to reduce air and water pollution.

    &lt;span&gt;&#xD;

            The good news is there are now more than

           2.5 times as many Hawaiians employed generating electricity from clean energy resources
          &#xD;

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           (solar, wind, and hydropower) than from fossil fuels (natural gas, coal, and oil).
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           The solar industry employed 4,065 Hawaiians, followed by wind with 292 workers and hydropower, which employed 30 Hawaiians. Meanwhile, the oil industry had the most fossil-fuel sourced employees with 1,299, followed by coal with 272 and natural gas with 118.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Clean energy advocates have long stated that installing and maintaining solar panels and wind turbines will employ far more people in the long run than in the declining fossil-fuel industries, and the DOE report backs up that claim.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

            In fact,

           Hawai'i Electric Grid Long Dependent On Imported Diesel
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The Waiau plant currently consumes almost 74-million gallons a year of petroleum-based diesel, spewing roughly 751,000 metric tons of CO2 a year, according to latest Environmental Protection Agency data.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Hawaii in 2014 became the nation's first to require electric utilities to generate 100 percent of their power from renewables by 2045. But just 17.2 percent of Hawaii's electricity came from renewable sources, with 68 percent from petroleum and 12.6 percent from coal, according to the U.S. Energy Information Administration.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The state in 2021 used the most petroleum for power generation at nearly 415-million gallons than any other in the nation. Louisiana, where the oil and gas industry is king and accounts for 25 percent of statewide revenues, came in second with nearly 100-million gallons less. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Hawaiian Electric currently
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.hawaiipublicradio.org/local-news/2023-05-19/hawaiian-electric-aims-to-transform-waiau-plant-in-pearl-city" target="_blank"&gt;&#xD;
      
           generates 28 percent of its electricity from sustainable sources
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            on Oahu. That goes up to nearly one-third for the entire state, according to the Associated Press.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Out With Stinky, Toxic Fumes, In With Locally Produced Clean Energy

           The utility's proposal aims to swap out aging oil-fired units that date back as far as World War II for smaller, more efficient and quieter generators that can run on a wide range of sustainable energy sources, including, solar and wind power, bio- and renewable diesel and potentially green hydrogen. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Six petrodiesel-fired units built between 1947 and 1969 will be phased out and decommissioned as new renewable-driven capacity becomes available by the end of the decade, under the proposed project.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           Transforming the Waiau power plant to run on bio- or renewable diesel or green hydrogen would improve energy independence in Hawaii, where most everything, including oil, must be imported.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Less petroleum demand also means increased economic opportunity for current and future suppliers of renewable fuels.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            And a greener, cleaner power generation mix translates into more carbon-free power for the state's growing population of electric vehicles that now

           run on mostly petroleum-generated electricity.

           But, as important,  nearby residents can say farewell to the nasty and smelly diesel fumes casting a pall over their  community. When combusted, biodiesel, renewable diesel and green hydrogen emit a mild to no odor.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
            Power Plant Revamp Dependent on Public Utility Commission
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Hawaiian Electric's proposal must still get approval from the state PUC, which will consider similar bids from other power companies as well. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A final decision is expected to come in October.
          &#xD;

           Cute and goofy, Hawaiian monk seals look like they don't have a care in the world when they're lounging on the beach, mainly around the Northwestern Hawaiian Islands. But looks can be deceiving. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           These cuddly-looking collections of blubber and whiskers, a popular tourist attraction, aren't far off from becoming extinct, thanks to worsening climate change. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The seals, known by natives as Ilioholokaua (dog running in rough seas), go as far back as 3.5 million years on the Hawaiian Islands. They are one of two species still around that lived here before homo sapiens arrived. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Monk seals were the picture of resilience up until the 20th century when increasing encounters with humans caused their numbers to fall precipitously. By the mid-1970s, they entered endangered territory, earning federal protection under the U.S. Endangered Species Act in 1976. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Back then, people were the main threat to monk seals. Now it's fossil-fuel driven climate change, which has caused ocean waters to rise and acidify while weather patterns and precipitation change. That has then led to loss of habitat and young as well as erosion around Hawaii's coastline. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Monk Seal Population Steady But For How Long?
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Hawai'i is home to roughly 1,600 Hawaiian monk seals, with the majority—roughly 1,200—on the more remote Hawaiian Northwestern Islands. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           These motley monks spend most of their time at sea trawling the ocean floor for food and returning to land to chill, molt, and birth pups. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           But, thanks to sea-level rise, they're quickly running out of low-lying areas known as "haul-out" beaches that serve as safe havens from their top predator—sharks. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Rising Sea Levels Began Harming Monk Seal Habitat In Late 1990s
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In the late 1990s, some of the largest islands within French Frigate Shoals (Lalo), an atoll in the Northwestern Hawaiian Islands, began to erode and eventually disappear as waters around them rose. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            That served as an invitation for medium-sized Galapagos sharks to arrive to prey on the pups there,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.seasidesustainability.org/post/the-hawaiian-monk-seal-and-the-fight-against-pollution" target="_blank"&gt;&#xD;
      
           killing up to 30 percent at a time when the monk seal population was at its highest
          &#xD;
    &lt;/a&gt;&#xD;

  &lt;p&gt;&#xD;

           The sharks continue to be a major threat as ocean levels get higher as do climate-triggered extreme storms that sweep pups out to sea during high tides and surf. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In 2018, three of Lalo's major pupping islands became inundated. Only 57 percent of young monk seals made it to weaning that year, compared to 95 percent for the rest of the Northwestern Hawaiian Islands. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Ocean Waters Going Nowhere But Up As Climate Change Worsens

           They predict that as much as 65 percent of land in the French Frigate Shoals and Pearl and Hermes Reef will be inundated or severely eroded by century's end, under an average global sea-level rise scenario (19 inches).

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           In a worst-case situation, they expect some of the region's islets to completely disappear by 2100, a major loss not only for monk seals but also many seabird species and the beloved Hawaiian green sea turtles.

           Conservation Efforts Strong But Unlikely To Keep Up With Sea-Level Rise

            in the past decade or so to relocate weaned seal pups to higher ground and increase their survival odds.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           That is how 400 of the 1,600 monk seals ended up on Hawaii's more populated main islands, with a lower rate of sea-level rise than where their cousins live.

    &lt;span&gt;&#xD;

           Hawaii's 4,000-plus food establishments have the potential to provide as much as 6.8 million gallons of used oil, grease, and so on, a year as biodiesel feedstock. That's nearly 6.8 million gallons of eco-friendly fuel, as one gallon of feedstock produces approximately one gallon of biodiesel.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Flourishing Eateries Means A Stronger Hawaiian Economy
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            the number of workers they're likely to employ is expected to jump by nearly 30 percent (an additional 21,300 jobs), according to the National Restaurant Association.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           Additional revenue from turning waste into fuel would likely push employment even higher. And then there's the rippling effect a thriving restaurant sector would have on everyone else in the state.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           Every dollar of revenue brought in food establishments generates $1.88 for Hawaii's economy. Every $1 million made generates nearly 18.3 additional jobs, according to the restaurant association.

           Hawaii is no stranger to using restaurant waste to produce sustainable fuels.

    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           As far back as 1995, the Kahului-headquartered 
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.biodiesel.com" target="_blank"&gt;&#xD;
      
           Pacific Biodiesel
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            has produced biodiesel from leftover oil in fryer vats, among other feedstocks.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

           The Houston-based company vowed to invest $90 million to upgrade the Kapolei plant to produce around 61 million gallons a year of renewable diesel and sustainable aviation fuel (SAF), among other products.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Move Would Slash Toxic Emissions
          &#xD;

           Sustainable aviation fuel and renewable diesel, among other clean fuels, reduce up to 80% toxic air pollutants, including CO2, that drive climate change as well as dirty the air.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Par Pacific's proposed investment could supply all of Honolulu's 518 transit buses and reduce CO2 emissions by almost 150 million pounds annually.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            SAF, which is made from renewable diesel, could fuel 892 round trip flights from Seattle to Honolulu, which would take 189 million pounds of carbon dioxide out of the atmosphere.

           "The creative re-development of a portion of our refining system is an excellent example of our team’s technical strength to deliver renewable fuel solutions that supplement our existing operations," observed Eric Wright, President of Par Hawaii, the local subsidiary of Par Pacific.

            Par Hawaii, the state's leading supplier of transportation fuels, to determine the commercial feasibility of producing SAF within the state.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

    &lt;span&gt;&#xD;
      
           The companies are also examining the prospect of converting two of the refiner's processing units in Kapolei for renewable fuel production, including one for SAF, and of using locally grown crops as feedstocks for clean fuels, among other ideas.
